You must visit the "Office of the Controller of Examinations" (located at the Centre for Distance Education), which is close to the College of Engineering, Guindy, Anna University, Chennai.
There is a small office building where transcript applications are prepared. B ring a check payable to The Controller of Examinations, Anna University Chennai. You can take DD to the bank you have on the Anna University campus. The DD balance is INR 200. Take your TC, degree certificate, consolidated grade list, and provisional certificate, too. Carry 1 Request letter for the Conversion Certificate to COE and a set of photocopies of all the documents. Along with the DD, submit the copies and the letter of request. The certificate may take a week to arrive.
When an NRI applies for admission to Anna University, the process is different from regular counseling. During the months of April and May, the application form for NRIs, CIWCGs, and foreign nationals is available. Your physics, chemistry, and mathematics test scores from your respective board will be used to determine which course or branch you will take. A combined average of 50% in mathematics, physics, and chemistry is the minimum requirement for eligibility. An NRI counselor is assigned to each department to look after the needs of the students, assess their academic performance, and offer suggestions for improvement.
The general opinion regarding the results of Anna University is don’t expect anything. There is no proper strategy behind their checking. There is a very poorly organized and careless system for the same. Hundreds of students complain about their shocking marks and final retort to revaluation. The cost of revaluation is extremely high. The degree certificate from Anna University is issued in a convocation ceremony. This ceremony is usually held 7-9 months after the results of the final semester are announced. The maximum period is 1 year within which you definitely get your certificate.

The Canteen is open daily from 8:30 a.m. to 8:00 p.m.

There is nothing called a good CGPA. CHPA depends on what you are willing to do afterwards.
For a job: As far as placements are concerned, anything above 7 or 7.5 will fetch you a decent job. 8+ will get you even better jobs in flagship companies.
For higher studies: If you want to pursue higher studies, much more is considered than just CGPA. Some of these factors are 10 and 12 marks, GPA and work experience.
So an 8+ GPA will get you both a good job and colleges. But it’s not the sole factor. It all comes down to how much efforts you are willing to put.

It takes a month, mostly to get your transcripts. Even though the Online Transcripts methods of Anna University have been in place for more than a year, they still refer to it as a Pilot process that just officially started. The process takes between 15 and 30 days, depending on the importance assigned by the authorities. So, always be cautious and apply at least three months in advance so that you can remain calm.
However, courier fees are quite high. India Post accepts international shipments and is less expensive than DHL and FedEx. It is preferable to visit the Controller of Examinations' office rather than apply online. However, this method is best suited for outstation students, particularly those from Tamil Nadu or any Southern states.
