From talking to students of IIIT Pune, I have come to the conclusion that there can be two possibilities to this question. Let me discuss both of them which might give you a clear idea.

Some of the top recruiters were OnePlus, TCS, Future First, Legato, GREYB, Vassar Labs, Wipro, Tech Mahindra, Accenture, IBM, etc.
The ECE branch at IIIT Ranchi is not that good. IIIT Ranchi is also being shifted to a temporary campus in Ranchi very soon. In the new temporary campus, the distance between the hostel and the academic block will be 10-15 km.
It is very unlikely that IIIT Ranchi will have a permanent campus any time soon. So, it will be better if you don’t go for IIIT Ranchi.
IIIT Ranchi offers a decent CSE program. It is a centrally funded institute and offers good facilities to students. The course structure is flexible, you will get enough time to focus on your other interests. The campus has an active coding culture. During last IIIT Ranchi placement drive, CSE students received an average CTC of INR 7.2 LPA. Deloitte, Adobe, Infoedage, IBM, etc. were the major recruiters.
One of my cousins was in a similar dilemma when she got selected for both Civil at NIT Jamshedpur and CSE at IIIT Ranchi. S he decided to go for NIT Jamshedpur as she had no interest in the IT sector at all. S he wanted a core branch and NIT Jamshedpur seemed to be her best choice. Moreover, its Civil branch placements are considered to be at par with the top NITs. In your case too, it's best to focus on your interests and future prospects to make a healthy decision. If you have even a slight interest in the IT sector, choose IIIT Ranchi because its CSE is way better than NIT Jamshedpur CSE.

So go for the branch that aligns with your preference.
No, you will not get any option to change branches in IIIT Ranchi. Although, most of the students are very satisfied with their branch.
Both branches CS and ECE have got similar kinds of training. ECE branch is very good at IIIT Ranchi and there is rarely anyone who wants to change it. Do not go for CSE by only considering the placement opportunities. As technology is changing rapidly and the demand for technological jobs is high.
For placements, you will be supposed to sit with NIT Jamshedpur students for placements and there is no discrimination between the students. Some of the classes will also be conducted in NIT Jamshedpur.
For Computer Science, BIT Mesra is better than IIIT Ranchi. You will receive better facilities and placements. The placement rate for CSE is above 90%. Recent highlights of BIT Mesra placement show the average and highest CTC to be INR 13 LPA and INR 43 LPA, respectively. Major companies such as Accenture, Microsoft, Amazon, etc. take part in the placement drive.
IIIT Ranchi is an autonomous institution established quite recently. The institute is still in this budding phase. There are still some years required to cover all their bases.
In 2018, a new director was been appointed, Dr. Vishnu Priye Sir. He started many new ventures such as the Formation of the Web development team and TAP cell. The institute also received its official logo. IIIT Ranchi app was launched by the institute. It also recruited some of the finest faculty members. The students of IIIT Ranchi had also shown enthusiasm in various events held at national levels such as Hackathons, Coding events, ACM-ICPC. The institute also participated in the sports meet at IIIT Allahabad.
I have a few friends at the institute and according to them, the institute should focus on the following.
In the long run, the institute needs to establish itself as a renowned institute and serve the country by giving some of the finest engineers, technologists, researchers, leaders.
