It's nearly impossible to get any branch in any of the colleges mentioned above. The colleges mentioned above are all NITs in particular NIT Goa, NIT Jaipur, and NIT Delhi.
None of the NITs open admission for the rank of around 180k so it would be better if you should prepare well and appear for the exam in the next year or take admission in any private college. There's no chance that any NIT would offer admission for 180k rank.
It depends upon what you think you will pursue as a career. Generally, there are transparent ways into monitoring whether or not an institute is really worthy, at least when considering the CSE department.

Therefore, these features go on to provide more compact comparisons among institutes and can possibly help you decide which institute is worthy. However, it is best to also research more about the prospects each institute shares; and how they are in terms of placement, faculty, etc.
I have a few friends from the institute and according to them with a rank of 11900 in JEE Mains it will be difficult to get into CSE at NIT Goa. You should look for other colleges in order to get into your preferred branch. Here is the cutoff of NIT Goa for 2021.

Look for the previous year's cutoff on the previous JEE main website, which will give a pretty rough idea about what branch and college you can get into. However, I will not recommend NIT Goa for CSE. Since it is a new college and no big or well-known companies come there for placements. Infrastructure and resources are not as par according to NIT standards. You can also try some private universities such as BITS, Thapar, VIT, or MIT.
I will share my experience at NIT Goa after I took admission in M.Tech in VLSI at the institute. Please remember that these will be my thoughts and might differ from person to person.

In my experience, NIT Goa has been very good for me. I have had a very good social life. However you will also need to work hard during your years at the institute.
If you are a General category, Goa origin student then 70,000 should be enough to get you a seat. With your rank, you can get a seat for Mech or Civil. You have a good chance to get EEE or ECE too.

This should give you an idea about the cutoff required for NIT Goa.
According to some of my friends studying at NIT Goa, their hostel facilities are not that great in all terms be it food, internet, and cleanliness.
Hence, it is quite evident that it's not worth staying in the NIT Goa hostels and a student should prefer to stay out as paying guests or flats.
According to the 2021 cutoff trend, the required cutoff of CSE for OBC category students is 14577 (HS). If you are an out-of-state student then the cutoff is 3779. So, getting admission to the institute will be tough if you are not a resident of Goa.
The counseling process is done based on the AIR and not the category rank. The category rank is just a measure to rank you in your particular category. If your category is OBC NCL then your category rank would be the position among the other OBC students who had appeared for the examination.
Both the institutes are famous. But for the CSE branch, NIT Goa is the better alternative. The reason is placement and recruiters that visit the campus are much better than IIITM. The placement statistics of NIT Goa are below.

But if you are looking for an excellent hostel and campus life, NITG is not a choice for you. NITG does not have its campus. The current batches adjust in the campus provided by Goa Engineering College (GEC).
There's a change in rules and the student's thinking manner every year and also the cut-off changes. So, these are the factors to attain admission in NIT Goa or any other lower-ranked NIT. Some new rules are imposed every year.
To be safe and have admission in NIT Goa or any other lower-ranked NIT, the OBC students could attain a score of 150 out of 360. Through this score, a student from the OBC category can have admission to the average NIT.
This is not the score for the general category students as they need to attain a higher score because of the reservation policies.
The preference should be firstly based on the branch and not on the colleges. Opt for the college where you get the branch of your choice. It's not college that matters but rather it's the branch. If you get the branch of your choice, you will be more likely to study that well and attain a successful future.

If you think that you will take EEE in NIT Goa and then change the branch to CSE, then it's nearly impossible. There are high cut offs for changing the branch and it happens after following a certain set of rules that is not possible. So choose wisely as your career depends on it.
