NIT Srinagar is growing at an excellent pace, and it will reach the top level shortly. It would be a renowned institute in India. Thereby, you need not to take admission in the North East NITs by thinking NIT Srinagar as a bad institute.
Both the colleges are not very good. But if you want to choose between IIIT Guwahati and NIT Silchar then it would be better to choose NIT Silchar. Because at IIIT Guwahati, the administration, infrastructure, and faculty members are not so good. If you will face any problem in the college then the administration does not even care. You will have to survive on your own.
NIT Silchar has better infrastructure as compared to IIIT Guwahati. The student union of the college will take care of the problems and they will raise their voices against them. If you have the option of not choosing northeastern colleges then you must go ahead. At the end of the day, it depends upon you how you want to spend your four years in college.
Among NIT Silchar and NIT Sikkim, NIT Silchar is better. The placement and faculty at NIT Sikkim are not that great since it is a newly formed NIT. NIT Silchar is one of the oldest NITs and hence the placement here is good, for the civil department as well.

Although the choice for opting for any college is yours to make, it is advisable to choose an older college for receiving better opportunities.
Based on my friend's input on the academic environment and the placement records, my suggestion would be to go for CSE from Nirma University. You should not miss this opportunity as you would witness that it makes a lot of difference when you end up opting for CSE than ECE.
I would not recommend you to go for NIT Silchar, as their placement record and academics is not that appealing. It is also one of the lower-ranked NITs of India, so try to not opt for it. People are aware of the fact that any lower NIT is not that fulfilling and does not match the standards of the other NITs established already.
Because of all of these factors, my friend ended up leaving NIT Silchar and got into Nirma University which is much better.
