Go for the one which is nearer. Although, IIIT Lucknow is a fair enough option to consider for chemical engineering. All the above-mentioned colleges are national-level recognized colleges.
You can go for HBTI Kanpur only when you have no other options of IITs or NITs. It is a state-level college and not as reputable as the others.
HBTU Kanpur is better than BIET Jhansi. It has an excellent faculty base. The student crowd is better. HBTU Kanpur placements are great. Many reputed companies such as ITC, HSBC, Berger Paints, Dabur, Bharat Petroleum, etc. take part in the campus drive. During the 2021 placement drive, the highest and average CTC offered were INR 43.5 LPA and INR 6.46 LPA.
Both of the institutions are situated at a distance of 80 km from each other. IET Lucknow is situated in the industrial capital of Uttar Pradesh and the HBTI Kanpur is situated in the Political capital. If you live in one of the two cities, you can choose accordingly; otherwise, this factor has no significance.

If this is true, I would suggest you go ahead with HBTU Kanpur. It is at par with MNNIT in terms of academics. The placement scenario is brighter at MNNIT, but the packages are almost the same for both the colleges. In terms of exposure, surely MNNIT Allahabad is way ahead. Try to work hard and grab a good placement package from HBTU.
You are at a very crucial stage of your life, make sure to spend your time enhancing your skills, and stop worrying about the college tag.
KIIT will take all of your parents' hard-earned money. They will allow your entire batch to sit in some 2 to 4 average companies through campus placement, but if you want to work for any services-based IT company, you can get admission to KIIT. If GATE/IES/PSU is your goal, it is best to study in a college that is close to your home and has lower fees.
HBTI is the best not only in UP but across the country, with an excellent alumni base dating back to 1921. Each year, the best students from UP attend this prestigious institute.
IET is not bad, but when compared to HBTI, it falls short in terms of placements, alumni base, academics, and so on.
NIT Durgapur is one of the top engineering colleges in India and ranked 46th by NIRF 2019. On the other hand, HBTU or HBTI Kanpur has been ranked 166th by NIRF 2020. HBTI Kanpur is AICTE approved and affiliated to AKTU.

Another important thing that you may consider is that location is which institute is nearer to your home.
So, it can be concluded that both of these institutes are equally good. One of my friends was a former student of HBTU, so he was quite partial to his institute, as he studied there, so he knew better.
From the year 2018, to get admission to HBTU, the student has to qualify 12th standard board exam from UP, or their parents must belong to the UP domicile.
