Based on the review that I received from my friends at these two institutes I will say PEC is better. But if you have an interest in CSE then go for CCET.

Both IGDTUW Delhi and PEC Chandigarh are reputed colleges and are equally good but both these courses are very different from each other.
If you are interested in higher studies and want to do M.Tech or Ph.D., then only opt for PEC civil. The pressure for studies would be less. You also have no restrictions in doing extracurricular activities. Here you can focus on other things besides studies, like on your hobbies or learning and developing a new skill or a new language which can be helpful in your career.

It is suggested to take a year drop and start preparing for JEE Main properly and aim to score higher marks. Appear for the January exam and not the April exam as almost every student targets for it and it can be very difficult to score higher rankings as competition will get very tough. January exam will have less competition and it will be easy to get higher rankings which can indeed open possibilities to get admission in one of the top IITs or NITs.
As these are two distinct branches of engineering, you should pursue a topic that piques your interest.

PEC Chandigarh is a government college and the hostels are okayish as these are typical government college hostels. There are different hostels for each year students with spacious rooms and from the second year onwards, each student gets their own separate room and this is the best thing about PEC Chandigarh hostels.

PEC Chandigarh is the most ideal institute for pursuing CSE course in terms of placements and facilities.
Both NIT Jalandhar, as well as the PEC Chandigarh, provides full-time 4-year long UG courses for CSE and ECE. NIT Jalandhar has been ranked 52 by the NIRF rankings this year, while the PEC Chandigarh has been ranked 68 by the NIRF. The PEC Chandigarh is a Deemed University while NIT Jalandhar is a Government Institute.

NIT KKR has a great coding culture. Students participate in many competitive coding contests like CodeChef, Codeforces, Hackerrank, etc. The final year students also take competitive programming classes. Some of the students of this NIT also joined Google as software engineers or interns. Although improving the coding culture at PEC is not as developed.
