BIM Trichy Becomes Academic Partner of TN Govt. for INR 5.66 Crore Tamil Nadu CM’s Fellowship Programme in 12 Research Areas


New Delhi: BIM Trichy has been selected by the Govt. of Tamil Nadu, as the academic partner for the recently introduced Tamil Nadu Chief Minister Fellowship Programme (TNCMFP). At the end of this 2 year-long programme, the participants will receive PG Certificate in Public Policy and Management with an opportunity to enrol for PhD with due credit transfer.

Dr Asit K Barma, Director at BIM Trichy, has stated that as per this new programme, BIM is to set up a Centre of Excellence. 

This CoE will drive the program in coordination with the State Government. The State Government has identified twelve themes where the Fellows would be working on optimising service delivery and build internationally referred benchmarks for policy and program outcomes”, Barma also added. 

The State Government has ordered financial sanctions for a sum of INR 41.75 Lakhs for the programme. 

TNCMFP 2022-24: Primary Objectives

The primary aim for implementing the TNCMFP by the Tamil Nadu Govt. is to create a pool of knowledge houses and action-focused resources to work on the policies, identify the existing gaps, and build internationally accepted benchmarks for policy outcomes. 

A ‘programme structure’ is also to be evolved for the purpose of conceiving and implementing a framework of monitoring and evaluation. This is to develop the Key Performance Indicators (KPIs) for service delivery mainly along with other goals. 

Appropriately placed under the Chief Minister’s Office/departments concerned, the Fellows will monitor, identify issues and aid in decision making in respect of the assigned programmes to address the gaps and optimise qualitative delivery of services”, as stated by the Tamil Nadu Government order regarding the launching of the TNCMFP.

TNCMFP 2022-24: Key Highlights

Number of Fellowship within TNCMFP  -24 persons to receive the fellowship in 12 thematic areas (two fellows per area)
-Another 6 persons in the Monitoring Cell of the Special Programme Implementation Department
Total Cost INR 5.66 Crore
Amount of Remuneration -Each fellow is to receive INR 50,000 per month
-An additional allowance of INR 10,000 for incidental expenses

TNCMFP 2022-24: Eligibility to Apply

Interested candidates should take note of the following eligibility criteria before applying for the fellowship:

  • Candidates must possess a first class degree in Bachelor’s in respect of professional courses (Engineering, Law, Medicine, Agriculture, Veterinary Science) or in Master’s in Arts/ Science from any recognised university
  • Doctorate applicant will be preferred
  • Work experience will be an advantage
  • Knowledge in Tamil language is a must
  • Candidates must be between the age group of 22-30 years old. For SC/ST candidates the age limit is 35 years old and for BC/MBC candidates it will be 33 years old

TNCMFP 2022-24: Selection Process

The candidates will be selected through the below mention three steps:

Stage 1- Preliminary Assessment through Internet-Based Test
Stage 2- Written Test
Stage 3- Personal Interview

TNCMFP 2022-24: Role of the Fellows

Primarily, the fellows will have to monitor, identify issues and contribute in data-driven decision-making regarding the programmes. This is to identify, address the gaps and optimise the delivery of service. The candidates also have to undertake visits to districts to understand, analyse the ground situation, seek feedback and provide assistance in follow-up actions.
