Which of these colleges is better for computer science: BIT Mesra or IIIT Delhi?

I can give you information regarding IIIT Delhi, as I know a few people there. 

Highlights:

• IIIT-D is a research institute, it's about learning things that are implemented in real-world projects. Though some colleges teach Maths, Physics, Chemistry, and other subjects which are not related to the computer science field, IIIT-D has IP(Intro to Programming) and System Management. You are allowed to take laptops in class and explore things freely and clear all your doubts with the faculty member.
• Students are taught Python in the first sem and the professor scribbles code on the blackboard. The learning experience is great and professors here won't spoon-feed you, but they will teach you more advanced concepts like recursion, loops, etc.
• The course here is project-based and 60% weightage is for labs, 20% for mid sem, and 20% for end sem.
• They have great faculty. Teachers are very approachable. They are always available for discussions.
• Coming to sports, they have annual sports tournaments as well which includes games like basketball, table tennis, etc.
• They have a great programming community and hack nights and hackathons are hosted regularly. They use various stacks like Django, Ruby on rails, etc.
• There are startups coming out of the institutes like Backpack, and wizters.com.

Internship and placements are great here and it is a great place to learn.
