Can I get an admission in NIT Raipur CSE with 173 JEE MAINS score in general quota?

With a score of 173 in JEE Main, your rank will be somewhere near 22,000 (the ranks are declared after both attempts and increase accordingly). Your selection will depend on whether you belong to the home state or not.

I am listing down the JoSAA cutoff rank (round 6- 2023) for the CSE program at NIT Raipur-

Certain seats are female-reserved, for which the closing ranks are different. The cutoffs mentioned above belong to gender-neutral seats.

As is clear from the cutoff ranks, with a home state quota, there are chances for you to secure a seat in NIT Raipur B.Tech CSE. However, if you belong to some other state, it is not possible. 

You can prepare well and try again, or seek some other good colleges for your B.Tech CSE.
