Should I join NIT Jalandhar in VLSI?

If there are no other options, such as South NIT, NIT Allahabad, or NIT Nagpur. In that case, NIT Jalandhar is an option. If you only want to do Mtech and prepare for other exams, the NITs listed below are suitable.

You will have plenty of time to prepare here. You can take admission and prepare for whatever you want at the NITs listed above. There aren't many subjects to choose from. Even keeping 75% attendance is not a problem. So go ahead and do it.
