Visit the university with all the required documents and apply for the certificate. Here is a rundown on the required documents of the institute,

1. All Year or Semester Mark sheets (photocopies of each one of them, as per instruction released by the institute).
2. Degree or Passing Certificate (Self-attesting the documents is a very significant step as well).

If the documents are urgently required, then the administration can charge you beyond 500 and quite a bit less if it is not. 

With the inclusion of these documents, you can visit the university at your convenience, in lieu of which they will provide your migration certificate.
