Ghaziabad owing to its location in Delhi NCR IMT has larger exposure to corporates and industries. It also has better infrastructure and an alumni network. So don’t run after the IIM tag. It’s better to do the analysis on your own and rate both campuses on each parameter rationally.
In all, if it’s the IIM tag you are after, go for IIM Sambalpur but if you want better career options, IMT is the right place for you.

IIM Sambalpur and BIM Trichy, both these institutes should be approached only when all doors are closed and you are left with zero options. Both colleges have poor placement scenarios and almost no brand name. The fees you will pay are not worth risking your 2 years for. If you are confident that you can get a better percentile next year please sit for CAT again and go for a better college. But if you are not confident about the same, and only have these two options, go for BIM Trichy. The reasons I have chosen BIM Trichy over IIM Sambalpur are -
I know only 2 trivial points are not enough to justify a college worth. What you can further do is talk to the current students or alumni of both colleges. Relying on placement reports is not enough so interacting with its students will give you a clearer picture maybe.

The opportunities offered by the new IIMs are way ahead and unique when compared to the older ones. You shouldn’t join a new IIM merry to enjoy the benefits from the IIM tag because that alone won’t suffice it. It's better to take a drop year and target an older IIM than go for a new one that is yet to make its mark in the industry.
The new IIMs are suitable for those who are ready to work and toil and take advantage of opportunities in building a new institute. Most students will end up with a job but it’s not a brainer that there will be a big compromise and namesake job compared to the colorful careers an IIM brand promises.

The MBA degree will add no value to your profile so it’s better for you to keep working. I have seen many people forgoing offers from IIM Ahmedabad, Bangalore, Calcutta, and XLRI mainly because they are certain the MBA degree will add no value to their career and is just a waste of time and money.
While choosing any B School be it IIM Sambalpur or any other B School, you need to check if an MBA degree will help you escalate your career or if you will just end up with a hefty loan to repay and no career upgrade.
Coming to IIM Sambalpur specifically, I don’t think a person who is prospering at his current job and wants to do MBA just for the sake of it will want to join IIM Sambalpur. The MBA degree from that institute specifically adds no value at all to his profile. In other cases, you can think of joining IIM Sambalpur.

In any case, you shouldn't think about enrolling in a course at IIM Sambalpur. It is too recent and has no prior performance. Additionally, given its location, it won't even draw in top faculty. Instead of IIM Sambalpur, you would be much better off attending some high-quality non-IIM colleges.
The best institute for HR professionals is currently XLRI, followed by TISS, Mumbai. Considering that IIMI is one of the top IIMs and has a brand-new HR program, your learning and employment prospects are both promising. However, make sure you enjoy HR. It is practically impossible to later switch out of HR once you are in it.
