Is CSE at IIT Hyderabad better, or is ECE at Roorkee?

Out of all the institutes you mentioned, IIIT Hyderabad steals the limelight owing to its excellent CS branch. Here are a few reasons why I consider IIIT Hyderabad better than IIT Roorkee, BITS Pilani, and IIT BHU.

• It gives an edge to older IITs because of its prime location and close ties with the industry
• Excellent exposure is provided to the students at IIIT Hyderabad in the form of hackathons, workshops, seminars, and much more. 
• Students benefit a lot from the frequent collaborations of IIT H with IIIT H.
• IIT Hyderabad has a unique Fractal Academic System, and its curriculum is improvised to suit industry requirements and research trends. 
• IIIT Hyderabad students are taught subjects related to their domain right from the first year, unlike IITs that teach common fundamental courses in the first year.
• Regular evaluations keep your academic performance in check 

Additionally, what may be the "best" institution for one person may not be the best for another. So it’s better to follow where your heart goes.

The first priority is to find out what interests you the most. Conduct a Google search to learn more about both branches and their future prospects. If you find CSE interesting, go for it without hesitation, and the same goes for another branch. Look for packages elsewhere. Nothing can compete with your interest.

If you have no preference, you may consider other factors such as package, which is quite high for CSE IIT H compared to ECE IIT R. Keep in mind that the average includes those who are placed for 1 or 2 crores, which raises the average. And only one or two people get such a generous package.

IIT R, as one of our country's oldest universities, has a much richer culture than IIT H, which is relatively new. At IIT R, you will get a lot more exposure. Because they are well-established, some groups work extremely professionally. This has a significant impact on your overall development and personality.

Everything else pales in comparison to the importance of interest. Don't let anything cloud your judgment because you'll be dealing with this for the rest of your life. And no amount of money or anything else can make you happy if you don't enjoy what you're doing. You will get a good package in any field if you have a good understanding of it. And gaining knowledge is dependent on one's level of interest.
