The first priority is to find out what interests you the most. Conduct a Google search to learn more about both branches and their future prospects. If you find CSE interesting, go for it without hesitation, and the same goes for another branch. Look for packages elsewhere. Nothing can compete with your interest.
If you have no preference, you may consider other factors such as package, which is quite high for CSE IIT H compared to ECE IIT R. Keep in mind that the average includes those who are placed for 1 or 2 crores, which raises the average. And only one or two people get such a generous package.
IIT R, as one of our country's oldest universities, has a much richer culture than IIT H, which is relatively new. At IIT R, you will get a lot more exposure. Because they are well-established, some groups work extremely professionally. This has a significant impact on your overall development and personality.
