No, a 99 percentile in CAT does not guarantee a seat in IIM A B or C. One of my friends had an amazing profile with

99 percentile in CAT
above 90 past academic scores (10th and 12th)
Tier 1 undergraduate institute (Old NIT)
5 internships
one international project in the US
great extracurricular record (many awards in sports)
Proficiency in multiple languages
Leadership experiences
Research papers

Despite having such a high profile he failed to get a single interview call from any IIM. The reservation policy combined with favour towards female candidates minimises the opportunities for even top CAT percentilers.
