I am a second year Chemical Engineering student at IIT Roorkee. Both IIT Roorkee and IIT BHU offer top notch placements. However, IIT Roorkee Chemical is a better option because of these reasons-

The branch change policies are based on the academic performance of the students in their first year and the availability of seats in the desired branch. These are the branch change rules at IIT Roorkee and IIT BHU:
IIT Roorkee- A 9.0 or above CGPA is required for a branch change at IITR. Another thing is that the strength of the new branch should not increase by more than 10%. Moreover, the strength of the original branch must not fall by more than 25% of its existing strength.
IIT BHU- For IIT BHU, the required CGPA for branch change is around 8.5 to 9.0. IIT BHU might have a slightly more flexible approach, but it mainly depends on the number of students applying for the branch change and their respective CGPAs. Some branches may restrict the number of students who can transfer in.
Seat availability in the desired branch is a critical factor for branch switch at both institutions. IIT BHU might have a slightly more relaxed approach for branch change. But overall, switching a branch at both these IITs is a difficult task.
IIT BHU started the Chemical Engineering program in India. Its Chemical Engineering Department has impressive placement opportunities. IIT BHU is visited by core companies like HUL, Reliance, Aditya Birla, BPCL, etc. regularly for placements.
IIT BHU Chemical Engineering Department has been recognized by UGC as the Centre of Advanced Studies.
For branch change, the CGPA of a student at the end of the first two semesters is considered. The top 10% is eligible for a branch change. The CGPA requirement for switching to different branches is -
IIT Roorkee Chemical branch has a history of scoring good ranks in GATE exams.
At the IIT R, branch change takes place after the first semester itself. Only a 2% increment or decrement in seats at a department is allowed.
When placed in comparison, the placements at both the premiere Indian institutes are equally good. Some companies like ITC are regular at IIT R, and others like Hindustan Unilever are regular at IIT BHU.

So, ultimately, the placement scenario is the same at both, while stream change at IIT Roorkee is a bit more difficult.
There are mixed reviews about the placements of the chemical department of IIT BHU and IIT
Roorkee. Students of IIT BHU thinks they have good placements than IIT-R and vice-versa. A
senior professor of Chemical Department T IIT Roorkee, who is an alumnus of IIT BHU, visited the campus of IIT BHU last year. According to him, students at both of the institutes believe that grass is greener on the other side. The fact is placements in both the departments are almost equal.
Following are some of the examples for the same:
ITC, which offers 18L CTC, visited IIT-R and not IIT BHU, while HUL (Hindustan Unilever Limited), offering 22L CTC, visited IIT BHU, but not IIT Roorkee.
Core companies for Chemical Engineering like Aditya Birla, Reliance visits both the campus.
Now coming to branch change, in IIT BHU, a maximum of 10 percent of students can move from one branch to another, while in IIT Roorkee, it’s only 2 percentage. So, in the case of branch change, IIT BHU is more liberal for change in the branch, i.e. if there are 120 students at IIT BHU chemical department, 12 students can move for branch change while in case of IIT-R in the strength of 120, approximately 3 students would be able to do the branch change.
