From the placement scenario, the department of Electrical Engineering is much better as compared to Civil Engineering. However, you should not opt for any branch by looking at its placement scenario. You must go for the branch that you are interested in as this decision is going to remain with you throughout your life.
Civil engineering from IIT Bhubaneswar is better than chemical engineering from BITS Hyderabad. As a student from IIT Bhubaneswar, I can vouch for the institution.

If you are a Civil student, my advice to you would be to prepare for the GATE exam once you are done with your degree. The placement is quite low for core companies. Many students also follow the same.
Chemical students are known to focus on jobs and have a good placement in analytics and software-based companies. Many of the top ones also land core jobs.
My suggestion would be to check the syllabus and pick the subject you like. You will realize which subject has good scope and what does not. As far as Civil is concerned, most students land jobs at L&T. But, they will make you work a lot and you will not be satisfied with the pay. This is not the case with Chemical engineering.
Some of my friends studied at MNNIT, so I might be able to answer your question. It is suggested that you choose Mechanical at MNNIT Allahabad rather than Civil at NIT Trichy.
Your branch of choice is more important than your college preference. In terms of opportunities, Mechanical Engineering has a slight advantage over Civil Engineering
Mechanical at MNNIT Allahabad has a consistent placement record. Mechanical students receive more job offers than Civil Engineering graduates. PSUs often choose Mechanical Engineering graduates.

Both IGDTUW Delhi and PEC Chandigarh are reputed colleges and are equally good but both these courses are very different from each other.
If you are interested in higher studies and want to do M.Tech or Ph.D., then only opt for PEC civil. The pressure for studies would be less. You also have no restrictions in doing extracurricular activities. Here you can focus on other things besides studies, like on your hobbies or learning and developing a new skill or a new language which can be helpful in your career.
