IIEST Shibpur is better for CSE. It offers better academics, and facilities. IIEST receives more funding than NIT Durgapur. It has a better peer group as well, which is clearly reflected on the cutoff.
The placement rate for CSE is around 80%. Students receive an average CTC of around INR 10 LPA. The highest CTC offered goes up to INR 39 LPA. Microsoft Media, Deutsch Bank, Mentor Graphics, Well Fargo’s, etc. are among the major recruiters that take place in the placement drive.
IIEST Shibpur ranks behind the top NITs such as NIT Trichy, NIT Warangal, and NIT Suratkal. It ranks higher than the other NITs and IIITs. It is behind IITs. But the difference in ranking between IIEST and IITs will decrease soon, owing to the excellent research work of the institute.
Yes, students can avail themselves of the scholarships. The college provides some amount to the toppers of each branch based on their ranks(CGPA) under the scholarship from GAABESU(Global Alumni Association of Bengal Engineering and Science University) office. Merit-Based Scholarship is given to departmental toppers for subsequent years too.
Not only for the toppers, but scholarships based on the financial status is also provided by the college to help such student. Also, Book-grants are available which helps you get books for every semester. You can avail of these scholarships from the GAABESU office on the campus.
If you are needy or meritorious, you will get a scholarship. So work hard and try to get good marks.
The first thing that you should note is that IIEST offers a dual degree program. It's a 5-year M.Tech program and not the conventional 4-year program.
Don't lose focus, try to stay motivated and find like-minded people.
Choosing the college depends upon personal preference. If you have any skill for either of the subjects, go for it irrespective of the institute. Both of the institutes are good and will provide you with tremendous opportunities.

However, if you don’t have a subject preference then here are few things that you should consider.
Overall, if you need to decide between the given two choices then you should opt for Electronics at IIEST.
You will definitely like going to IIEST Shibpur. It is a very nice college and you will like the vibe there. Try not to bunk your classes as there is a minimum 75% attendance policy and they also link marks to your attendance in the end semester exams. You will settle into the workings of the college within the first one or two months of the first semester itself.
As far as the faculty is concerned, the teachers are quite cooperative and will let you enter the class even if you are a few minutes late. Do have a valid reason though. On the other hand, a few teachers are quite strict and will not listen to you at all and will want you to attend all their classes especially those from the electrical engineering department.
If you are concerned with the curfew timings, you have enough time till 11 pm to enter your hostel and can roam the campus till then. You can go anywhere you’d like within campus and get to know more about its heritage and just appreciate the overall beauty of the place. However, carry your ID card wherever you go.
All in all, you will have a great time at IIEST Shibpur and will definitely make good memories there.

NIT Durgapur: A prime REC-to-NIT
NIT Jamshedpur: An old RIT/REC-to-NIT with excellent facilities and infrastructures.
NIT Jalandhar: An old REC-to-NIT
NIT Delhi: It lies in the capital and enjoys better connectivity.
NIT Goa: It is a new college, but lies in the coastal zone and has better connectivity.
NIT Hamirpur: Included in the NIRF rank list, but communication/connectivity is poor as it is located in hilly terrain.
Remember that the order can always be changed based on your own convenience regarding location. The general order is:

If you consider the institutional ranks, then IIEST is always ahead of most of the NITs in India. Besides, the core branch and its placement statistics are also better in IIEST.
But in the case of IT and CSE, NIT Durgapur grasps a better position than IIEST. However, IIEST is not so behind, and there is a chance that IIEST will surpass its positions in the next 3 years for the subjects CSE and IT. It can be mentioned that the faculties of IIEST are also better than all of the NITs.

If you are planning for higher studies, then IIEST Shibpur would be a better choice. You will be associated with great professors as well as students from not only India but abroad as well.
However, if you are not getting your desired subject in IIEST, you could go for NIT DGP.
Any college can be good for competitive programming. It all relies on you to educate yourself, to learn new strategies, and to spend hours coding.
Lastly, don't support the myth that the only way to prove yourself as a coder is competitive programming. There are other coding fields as well. In this sense, do not consider that there was no "real coder" in IIEST because there was no competitive coding pattern previously in IIEST (BESU back then).
Some of the alumni of the institute are working in top companies in India and overseas and have never been interested in competitive coding.
IIEST is accepting admissions only for BTech degree from 2017, and you will get an option to prolong with Dual Degree course or study only BTech.
IT is one of the finest Dual Degree Courses in this institute, considering both the placement statistics and academics.
Additionally, the IT department of IIEST has the best researchers. This department publishes approximately 3000+ research papers, as per NIRF 2016 counting. However, the research is conducted mainly from the areas of Signal Processing, ML, and core computing areas.

However, the IT students here get several esteemed internship opportunities in IIT KGP, GSoC, IIT M, IIT B, IIIT A, and Abroad. One of my friends told me that one of his batch mates (a 3rd-year student) got selected by Google to complete his internship in California (this type of opportunity is very hard to get, especially from a country like India).
Thus, it can be mentioned that IT is one of the promising streams to be studied from this institute that is IIEST.
