Last year IIT Dhanbad's cutoff for branch change to CSE was 9.3. However, I will suggest you not consider joining any colleges solely based on your branch change.
One of my friends was about to make a similar decision when he got Vil at IIT Kanpur. However, seniors dissuaded him from joining the college just for branch change. This is because branch change is very unpredictable and might ruin your future. It's advisable to check the first-year course before considering branch change.
Branch change might be easy for some while very challenging for others. So, I will suggest you never be fully dependent on department change. Always check the content of the branch before making the final choice.
Yes, IIT Dhanbad conducts a spot round during MTech admissions thereby increasing your chances of getting a seat. Even if you have taken admission in another branch, you can still change it on a spot round if you have filled in the form of another branch you want.
It is always better not to choose IIT Patna if you are looking for a good academic life. As we know, IIT Patna is one of the leading institutes in advancement and infrastructure, but they are weak in academics, good faculty, and placement support. Here are some points that substantiate my statement about IIT Patna
Faculty – IIT Patna has only less qualified faculties who do not have sufficient knowledge about the subjects and are not interested in teaching. Other IITs have far better faculties when compared with Patna Placement Support – IIT Patna is not up to the mark when it comes to placement support. Only 40% of students get placement here, and it varies based on the batches. Other Branches – They are more struggling than the students from the CSE department as they are not satisfied with the internship programs and only a few got placement So it is better to choose other IITs, BITS, or NITs for CSE other than IIT Patna. Here are a few pieces of advice I would like to give to an IIT Dhanbad fresher
Have a good time at IIT Dhanbad!
IIT (ISM) Dhanbad although a new IIT, has a rich legacy of being one of the oldest technical institutes in India. It is considered even better than some old IITs and obviously better than the new ones. IIT Dhanbad has an outstanding placement record thanks to its extensive alumni pool. Consider the following placement statistics for a better understanding

So choosing IIT Dhanbad over the new IIts will be a better decision on your behalf.
Both Jadavpur University and ISM Dhanbad are reputed institutes. ISM was already quite reputed across India and after getting the IIT tag, the institute has improved quite significantly.
So, take these factors into consideration, and choose according to your convenience.
Irrespective of the IIT tag you go for, Civil Engineering always has limited placements. Civil Engineering has become an outdated branch with little or no scope left. Although there are people who go for various options after pursuing civil engineering, which may include UPSC Examinations. What I mean is that Civil Engineering is not the right choice if your goal is placements. In that case consider ECE from ISM Dhanbad. Owing to the increased research in Machine Learning, the ECE branch is expected to grow ten folds in the coming future.
Additionally, ECE in IIT (ISM) has a pretty good coding and robotics culture, so you have both options, going for core jobs or CS jobs.
Ultimately, it’s all about personal inclinations. All I suggest is that never go for a mediocre rank just because a certain IIT is better than the other. The choice of your branch is equally important as the choice of your institute. Moreover, the Civil engineering scenario is similar in every IITs.
Both institutes are relatively new and enjoy a similar status and brand value in the education world. IIT Palakkad is a new IIT while IIT Dhanbad although an old institution has recently been given the IIT title. So that leaves us with preference as the major factor in determining which institute is the right one for you.
MNC is a blend of both Math and Computing concepts and is often very rigorous. The mathematical proofs and theorems form a major part of the curriculum and CS comprises just a minor portion of it. Unless you are a math lover or are genuinely interested in it, this branch might be very challenging for you as the concepts are very advanced and nothing like what you studied before. CSE on the other hand is an evergreen branch with broad prospects.
Moreover, the faculty of IIT Palakkad are from IITM also thus improving the quality of education offered. The infrastructure is excellent with great accommodation facilities.
IIT Dhanbad is one of the oldest institutions to offer a degree program in Mining. The program is nearly 90 years old and has the most experienced faculty members. IIT Bhilai on the other hand is a fairly new institute.
Here is a brief overview of the two branches mentioned in the question.
