All of these are very good IITs and all of them will give the IIT tag and the exposure you need, but I would recommend you to go for IIT BHU electrical over IIT Jodhpur or Ropar CSE.
IIT BHU Electrical is definitely the better choice because of the above reasons.
Given a chance between IIT Bombay and IIT Ropar, you should definitely go for the former. It is currently ranked higher than IIT Ropar. NIRF 2021 has ranked it 3 for B.Tech.
IIT Bombay is constantly ranked among the top engineering colleges in the nation. It is the favorite destination for almost all the JEE aspirants. IIT Bombay cutoff trends also indicate the same. You will need to score under 100 in JEE Advanced to get a seat at IIT Bombay.
As some of my friends studied at IIT Ropar, and also after reading some reviews online, I can say that the best professor is Dr. Dhiraj K. Mahajan.
He values knowledge above marks and he takes his own open time exam for students to understand their potential.
He has guided 5-6 students personally for a year and with his efforts. He helped students in securing a job opportunity in Germany for international exposure.
Apart from him, here are some of the other good professors - Dr. Narayanan C. Krishnan, Dr. Nitin Auluck, Dr. Balwinder Sodhi, Dr. Deepti Bathula, Dr. Apoorva Mudgal, Dr. Yashveer Singh, and Dr. M. Prabhakar.
If there is one IIT that has the best student-teacher ratio among the other IITs then it is IIT Ropar.
Your placement is determined by the skills you have and the hard work you have done in your course. Students who have completed B.Tech in CSE have been offered packages of INR 18 LPA which is the highest for the students of the department and those who have completed their M.Tech in the same have been offered a package of INR 12 LPA, their highest. The percentage of placement was 84.96% in their last placement drive. The chief recruiters were Amazon, Google, Texas Instruments, Ericsson, etc.
You will find LAN and wifi available 24x7. It is like any other IIT. There will be professors you will like and some you will not. The coding culture is very developed in IIT Ropar. It may not have the benefit of location like some of its counterparts in other states do but it is close to Chandigarh.

According to my friend at IIT Ropar, the first batch of Microelectronics and VLSI Design was from 2019-2020, where there were only 10 and 7 students for the M.Tech and Ph.D. course respectively.

Some industries visit IIT Ropar in the first semester and the selected students have to choose to work with them. The 2nd year project can be completed in any company also if a student wishes to. The department helps the student to find the company if the student wants and if not then he/she can do the project on the campus itself.
The food served at IIT Ropar is just edible, nothing extraordinary. You might not like the food at the hostel of IIT Ropar except for several occasions.
Every student in hostels tends to get bored of the mess food after a while. The menu of the mess is prepared to keep in mind the presence of people from different regions of India. You will be served both South Indian as well North Indian cuisines. The mess at IIT Ropar has an advantage, unlike the other IITs, it serves snacks to the students and the breakfast is also pretty great.
Food will not be an actual issue most of the time as you would be indulged in your studies. You will be busy and would not even notice the taste of the food after some time.
You will definitely get exposure in both colleges if you are looking forward to pursuing MS in Research in Electrical Engineering. But to be very honest, to pursue the program from these colleges, you must be well prepared to handle things on your own. Because here, you have to do almost everything by yourself. From setting advanced labs along with the professors to studying everything.
Here, you will get a limited number of peers. The faculties or professors themselves are new and in the phase of learning. Many of the researchers are satisfied with the culture at these institutes. The reason for this may be easy access to the mentors. At both these colleges, you will get both types of mentors. Some of them are very helpful and some can make your life hell.
Both the institutes hold their own importance and cannot be compared as both are reputed colleges and the only thing that sets them apart is the term ‘IIT’. Having known some people studying in both these institutes, I can say that IIT Ropar is much better than Thapar.

Civil engineering at IIT Ropar is definitely better because IIT Ropar is developing more rapidly than IIT Mandi. IIT Ropar ranks better than IIT Mandi when it comes to NIRF Rankings. In addition to this, IIT Ropar has established its excellence by being ranked 3rd among the new IITs since the last two years.
