I have a few friends from NIT, Rourkela, according to them, one of the most talented students is Susnata Roy (Batch of 2010-14). She was the institute topper for her batch. Susnata complete an internship at Microsoft and was offered a PPO. She got a job at Google. In the second year itself, she got the prestigious IAS internship. She is also known for her coding skills.
I am well aware of the situation of NIT Rourkela Integrated MSc in Physics since my sister is a student there. She shared her horrible experience and does not recommend it to anyone at all.
My sister regrets wasting 5 precious years on this course and advises everyone to refrain from joining it.
Without any second thoughts, CSE at MNIT Jaipur seems to be a far better option than CSE at NIT Rourkela. Although many rankings claim otherwise, it's a well-known fact that these rankings are forged and shouldn't be the determining factor.
Although individual opinions may vary, I consider CSE at MNIT Jaipur a more appropriate choice than NIT Rourkela.
The placement scenario at NIT Rourkela is second only to the top NITs. In fact, it has high cutoffs too. Most students unable to make it to the top NITs consider NIT Rourkels as their first option. The reason is its improving placement statistics. Sparing a few core branches, the average packages are decent for most branches.
NIT Rourkela Placements 2023 rapped with a total of 1534 job offers. The highest package was recorded at INR 52.98 LPA whereas the average package stood at INR 12.95 LPA. 8 students received the highest package & 24 students received a package of around INR 50 LPA.
Branches like Electrical Engineering, Electronics & Instrumentation Engineering, and Ceramic Engineering branches recorded 100% placements. Here is the branch-wise average package offered during NIT Rourkela Placements 2023:

If you are interested in core CSE, IIIT Allahabad is a better option than NIT Rourkela. It has a great faculty base and offers decent facilities to students. The coding culture of IIIT Allahabad is unparalleled. If you want to learn to code, it will be an ideal choice. From the beginning of the first year, you will study more coding and IT-related subjects at IIITA.
It has a great placement record. According to the recent highlights of IIIT Allahabad placements, students receive an average CTC of INR 61 LPA. The placement average is around 92%.
I don't think there is a single useless branch at NIT Rourkela or at any institute. The diverse branches aim at catering to the needs of all kinds of students. So a branch that is useless for you might be useful for someone else and vice versa. Moreover, if a branch seems to be useless then it's because its students are not passionate enough to make the most out of it. Comparing branches can also result in this preconceived notion of a rank being inferior to the other.
It's always better to find solutions than to complain. Rather than declaring a specific branch to be useless, we should identify its weaknesses and work on them for instance, one of my friends found his branch to be below average and he along with his batchmates used to sit and single out companies that could hire them they even talked to the professors regarding the changes that coil be made in the curriculum to make the course more appealing and informative.
I believe once you start focusing on gaining knowledge rather than earning money, you won't find a single branch useless. Yes, a branch can provide lesser job opportunities than other branches but that does not make it useless.
You need to compare the two universities to make a decision between the two. Having friends studying in both the institutes, I might be able to help you with the question.

Currently, NIT Rourkela is ranked as the 3rd best NIT after NIT Trichy and NIT Karnataka as per the MHRD rankings 2023. Now, before determining if NIT Rourkela is worth being ranked so highly, we need to know what criteria make up an MHRD ranking
So yes, NIT Rourkela very much deserves the high ranking it gets considering its excellent infrastructure, curriculum, and research opportunities.
Ragging is strictly prohibited at NIT Rourkela. The institute has a number of measures to eliminate ragging. Since ragging usually takes place at hostels, first-year boys are allotted exclusively in GDV/MV Halls of residence. Seniors aren’t allowed to enter the first-year hostels. Other than these, there are also a few other effective measures in place to curb ragging.

Overall, I will say BIT Mesra offers a good academic environment but that is it. It lacks a vibrant college life so if you are looking for one, choose NIT Rourkela!
