NIT Jalandhar and PEC University have lower course fees. If affordability is not your primary concern you can also go for TIET. PEC has no IIT or NIT tag but has a unique PEC tag that is not comparable to anything. Both the colleges are renowned and one of the best in India. Overall PEC Chandigarh is the potential choice.
VIT is better as it has more than 200 companies coming for CSE students. If the student wants to go into a college with better placements or better exposure.

It is not possible to decide your inclination just after completing 12th as there is plenty of knowledge awaiting. When you take a branch that you probably didn’t realize in school also the placements in PEC are nice now it is on par with VIT. Overall, PEC is the potential choice.
PEC's previous director wasn’t a very good educationist. The infrastructure, curriculum and the extracurriculars suffered under his leadership.
But things have changed in PEC now. The new director has the opposite ideals. There has been a gradual increase in the quality of education at PEC. Some changes are:

So the long standing reputation combined with the strong alumni network will not disappoint you. PEC is not losing its good ranking and NIT Jalandhar is nowhere near it.
The hostels of PEC University of Technology are decent in quality, with several factors to consider such as quality of food, wifi availability, quality of rooms, etc.

This is the overall condition of the hostels in PEC, which is of average quality, but quite good being an old enough property.
Firstly, I refuse to believe that PEC is preferred to IITs like Mandi and Ropar. PEC has started improving its infrastructure of late and is yet to reach IIT standards. PEC has gained little fame just because of its location and its heritage. IIT Ropar and IIT Mandi are better in every other aspect.
From all these points we can safely conclude that PEC has lost its reputation and standards due to poor administrative policies and thus is not preferred to new IITs.
Among the above institutes, PEC Chandigarh is the best choice, considering the factors of availability in streams, fee structure, etc. If you have a specific branch in mind to pursue, then you can definitely choose PEC Chandigarh. But if you are considering a non-IIIT or non-NIT tag then you can opt for DTU.
