Both RL Jalappa and Panimalar are good institutions for ECE. Before choosing an institution consider important facts like the faculty, the infrastructure, the placements, events, etc. The placement at RL Jalappa has been a big issue which still exists now. Overall the college seems to be average when it comes to placements. The Panimalar Engineering College also has a good placement cell. Visiting the college websites will give a better idea about the college.

While looking for colleges also go through other institutions offering this course and compare their attributes. There are other universities in India offering better placements, infrastructure and faculty Some of them are Lovely Professional University (LPU), BITS Pilani, Delhi College of Engineering, VIT Vellore, etc.
