BITS is the better choice among all as CSE has more scope than ECE. And NIT Surathkal is an old institute with a better placement record than IIT Bhubaneswar. 

Since BITS Hyderabad is the newest among all other campuses and it certainly is a little behind in terms of faculty, infrastructure, etc. But when compared on a national level it is on par with any other institute. It provides the students with a prime location to look for internships and also provides an edge to them if they are opting for off-campus placements. ECE is one of the new branches that started at IIT Bhubaneswar starting from 2016. Hence the first batch of students will graduate in 2020. In 2019, the average CTC offered in this IIT was 11.44 LPA.
