Generally, the only competitors of NITs will be IITs or other NITs. However, NIT Srinagar is not the most reputed NIT & IET Lucknow is a worthy competitor. Both of these are great colleges to pursue a course in CSE.
Admission & Eligibility:
Admission to NIT Srinagar is through JEE main. Eligibility is a pass with a minimum of 75% marks in 10+2 exams with maths, physics & chemistry.
Admission to IET Lucknow is through UPSEE. Eligibility is a pass in 10+2 exams with maths, physics & chemistry.
Fee Structure:
The first-year fee at NIT Srinagar amounts to INR 1.36 lakhs in total and the total fee for 4 years amounts to INR 5.46 lakhs. Hostel fees are extra.
The total first-year fee that includes tuition, exam fees, and other fees amount to INR 89,775 at IET Lucknow. The total fee for 4 years comes at INR 3.44 lakhs.
Infrastructure:
IET Lucknow has a fully equipped and air-conditioned computer centre with high-speed internet. Other facilities include separate hostels for girls and boys, a gym, a medical facility, and a bank inside the campus.
NIT Srinagar, apart from being a scenic place, also has very good infrastructure for CSE students. Other facilities include separate hostels for girls and boys, a sports centre, and a healthcare facility inside the campus.

I will suggest that don't run behind colleges. Choose a college in which you are getting your desired branch and study hard and smartly.
You should give the preference/priority to the course you are more passionate about. However, here is some impotent information about the two institutes, which may help you in choosing between these two.
ABES Engineering College, Ghaziabad (CSE):
The college was ranked 201 by NIRF in the year 2019. ABES college Ghaziabad is AICTE and UGC approved. The college is ranked B grade by NAAC.
Eligibility: Candidates who opt for CS engineering for this university should get 45% in class 10+2 exams and should also sit for UPSEE exams.
Fees: The fees of the course are Rs 1.44 Lakh (first year).
Faculty: Many of the faculty members have PhDs. There are also guest lecturers that are called to provide in-depth knowledge to the students.

Institute of Engineering & Technology (IET), Lucknow (Electrical Engineering):
The college is affiliated to AKTU and AICTE and UGC recognized. The college is one of the top Engineering colleges in the U.P.
Eligibility: Candidate should have passed 10+2 exams from any recognized board in order to seek admission in the Electrical Engineering program. They should have physics, chemistry, and mathematics as their subjects in 10+2. Candidates also need to take the UPSEE exam in order to seek admission.
Fees: The fees for the first year for students studying Electrical engineering is Rs 89,775.
Faculty: There are lectures every day for 1 hour for each subject the student has chosen and one needs to secure at least 75% attendance. The faculty is highly qualified and friendly.

IET is ranked #1 among all the ATKU 600+ engineering colleges, whereasMNNIT Allahabad was ranked #48th by NIRF for B.Tech courses. Some of the on-campus facilities of IET Lucknow are library, gym, hostel and bank. Some of the on-campus facilities in MNNIT Allahabad are a stationery shop, generator, student club, hostel (geyser, air cooler, refrigerator, water cooler, washing machine), PCO, 24/7 canteen, etc. Getting into IET Lucknow is difficult, as their cut-offs are really high. But the companies recruiting are not so good. Choosing ECE over CSE will give you the advantage of sitting in placements of both the courses. IET is among the most popular AKTU colleges, in terms of academics and placements. The alumni of the institute have marked their presence in diverse fields of technology. Firstly while choosing an institution, know where your interest lies and then opt for the desired subject. Secondly, choose the college which gives you more exposure. Make the list of all the pros and cons of the institutions and make a final decision based on it.
IT or Chemical Engineering from Harcourt Butler Technical University or HBTI will be a better option than other colleges. HBTI is one of the oldest engineering institutes that offers Bachelors, Masters, and Doctoral programs. The placement cell of HBIT is also good. Therefore, you can choose the HBTI for IT or Chemical Engineering. You can choose either branch in the field as per your interest and in the sector, you want to pursue your career.
As you have come up with this doubt, I assume that you have got a good rank in UPSEE. So, congratulations on securing a good rank in UPSEE that gave you the opportunity to choose from such elite institutions.
Unless and until it is an IIT, core branches are always a better choice than non-core branches.

Forget about non-core branches in UP government colleges, there is not much facilities and exposure. So, if you are getting a chance, it is highly recommended to go for CSE in BIET or KNIT because in CSE or IT, you just need a laptop and good internet connectivity and these colleges provide WIFI facility. You will have to indulge yourself in regular practice to bring the best out of yourself, as everything is available on the internet.
CSE would be a better choice if you look forward to getting placed after your graduation. If you want to pursue higher studies then, non-core branches at IET Lucknow will give you a better exposure such as coaching institutes, because of its location.
Since I have friends who have studied in IET Lucknow and also being from BIET Jhansi myself, I can provide you with a complete and elaborate answer. There are both good and bad things that make up a college, you cannot ignore one and accept the other. You have to accept it for both its strengths and its flaws.
Certain things that are proven to be good at IET Lucknow include - Firstly, its rank. IET Lucknow has a better rank than BIET Jhansi, which provides a promotional appeal to the interested candidates. Secondly, The faculty of IET is also better and experienced than BIET. Due to IETs popularity, it always attracts top companies during placements, seminars and events. Lastly, More students from IET tend to excel in CAT, GATE, XAT exams than BIET.
Surely if there are pros, there will be cons as well. It is often complained by students that the faculty members sometimes delve into groupism and favoritism. This becomes a very big problem for the students. Also students have claimed that the Hostel facilities are not up to the mark, which makes the living conditions for the students a bit unsatisfactory.

Similarly, like IET, BIET also has its fair share of pros and cons. The huge campus, overall wifi facilities, power back up in the hostels, individual rooms for all the students and a huge library comprise the pros. This also includes the picturesque location it is situated in. While this location becomes a disadvantage during placements. There is always a lack of popular companies for placements. Also the groupism among the students and a weak faculty also are the reason for BIETs not so good performance.
Finally, it is always advised that you may choose the college which suits your interests, but definitely choose wisely.
In terms of placement statistics among KNIT Sultanpur, IET Lucknow and BIET Jhansi, IET Lucknow is the best. They are all government colleges but IET Lucknow has an advantage; It is located in the capital city of Uttar Pradesh and offers vast opportunities and exposure. JSS Noida is equally good; it is one of the most prestigious private colleges located in Delhi NCR.
