As far as the NIRF 2023 rankings are concerned, BIT Mesra ranks 53rd among the top 100 Indian Engineering colleges/universities. As per the India Today 2023 rankings, BIT Mesra is the 5th best among the top 10 Private Engineering colleges in India with the best placement record. It is number 1 among the top 5 Private Engineering Colleges in the Eastern Region of India according to India Today 2023 rankings.
It is considered below Engineering institutions like the older 7 IITs, BITS Pilani, IIT(ISM), Dhanbad, IIT BHU, NIT Trichy, NIT Warangal, and DTU. However, it stands on par with institutions like JU, NSIT, and NIT Surathkal.
Rankings are based on specific parameters. This is the reason why the rankings published by one organization may or may not match those published by another. There is always some area in which one institution lags or performs better than the others.
BIT Mesra is a renowned Engineering institution and its curriculum is very close to the IIT course curriculum. Thus, it is a good choice for your B.Tech.
It is difficult to give an appropriate solution if you are not opting for a specific branch. All the colleges you have mentioned are well-reputed institutes in India that offer quality education and placement support to their students. The comparison can only be made based on the branches. Some institutes, like IITs, are good at CSE, while others have efficient departments in mechanical or Electrical Engineering. The ranking and placement vary every year.
If you get a chance to pick BITS Goa in mechanical engineering and BITS Pilani in Civil Engineering, then opt for Mechanical engineering, which opens up more opportunities and placement support than civil engineering.
There are OBC-NCL and OBC-NCL (PwD) admissions at BIT Mesra through JoSAA counseling. However, 54 seats are offered by BIT Mesra in the OBC category for BC1 and BC2, only to the students of Jharkhand.
The college releases the notification to apply for these seats on its official website. If you are from Jharkhand, you can get a seat at BIT through this allotment scheme, in a branch such as Civil or Chemical. If luck favors you, you may even get into EEE or Mechanical. If you are a non Jharkhand candidate, you can only get in through your general rank in AI quota. Most probably your General AI rank is 80k+. This rank won't be enough to get an admission into BIT.
Thus, your rank won’t possibly get you an admission into BIT Mesra. However, you go for the NIT of your home state.
All the three colleges are good. However, according to me, NIT JSR and BIT Mesra are better than NIT Agartala. For a core Engineering branch though, NIT JSR is a better choice over BIT Mesra. So your preference order for Civil should be NIT JSR> BIT Mesra> NIT Agartala.

Irrespective of whichever branch you belong to, your chances of changing your branch to CAE are the same as other students. All you need to do is score excellently in the 1st and 2nd semesters. You should at least target an 8.9 and above to be among the top 3-4 students. Scoring such a high CGPA is indeed very challenging.
However, you will spend a lot of time on branch change and end up missing a lot of fun activities so consider it only if you are serious about branch change.
Nowadays, the core recruiters give more preference to students from the mechanical field. The placement at BIT Mesra is comparatively poor, and many students end up jobless.
So it is better to select the branch wisely, and if you are really passionate about Chemical Engineering, then you can either go for higher studies or attend off-campus interviews.

He told me that the training and placement cell at BIT Mesra works hard throughout the year to make sure that students are offered top placements from the campus. Despite its remote location, BIT Mesra brings in top IT companies for campus placements. Almost all the top IT companies, barring a few, visit the BIT Mesra campus for placements.

At present, however, Facebook, Microsoft, Amazon, and LinkedIn are some of the top brands that visit the BIT Mesra campus for placements. If you are a pre-final year student at BIT Mesra, I would suggest you refine your coding skills to get placed in top IT companies with a good package.
Among these, BIT Mesra is the better option. It is a renowned college and offers excellent career opportunities to students. The institute has an excellent faculty base and offers good learning resources and facilities to students.
During BIT Mesra placements 2022, around 235 companies took part. The highest and average CTC offered this year were INR 58.33 LPA and INR 13.01 LPA.
The branch was started in 2011 and still has a long way to go. The placement scenario however seems promising since the first batch itself received the highest offer of INR 10 LPA. Most of the seniors I know who belonged to this branch were dependent on off-campus placements and got placed in SAP Labs.
The reason on-campus placements for Integrated MSc in Math and Computing at BIT Mesra are not very promising is that students for this program aren't selected via JEE Mains. Big companies like Goldman Sachs, Amazon, Walmart Labs, etc don't find these students credible enough to work in their companies. However, recently MnC has become the fastest-growing branch on campus right now with students receiving plentiful internship offers from foreign universities, IIT, and IIM.
Ultimately I would like to comment that go for this branch only if you are genuinely interested in it and not as an escape route to one-year JEE preparation. Don’t go for it just because of placements you will end up being disappointed.
