NIT Patna is better than IET Lucknow as it works under the central government. Students from NITs get more opportunities in the future, and they have had a good placement record in recent years. There is no dress code at IET Lucknow. You can wear anything except sleepers, a nightdress, and anything that isn't appropriate for classes. However, I will suggest that you dress up smartly always as long as you can because eventually as you will get along with the later years of engineering.
You will realize that most of the time you will want to simply go to lectures in simple lower and shirts. So my suggestion is that as long as you are not being tapped by this feeling, dress up smartly, and you will notice the change in yourself.
Dressing up smartly doesn't mean going for brands and wearing expensive clothing. Live your college life as a student, just a normal life with minimal needs.

One of my friends is an alumnus of IET Lucknow, and according to him, IET Lucknow has no official dress code in particular. You can wear casuals. At the beginning of the first year, there is an induction program of 21 days where the college suggests having a dress code. But nobody adheres to this rule. However, in the Electrical department, students need to wear shoes instead of slippers.
But just because there is no dress code does not mean you can come to the college wearing inappropriate clothes. It is better to put on presentable clothes that reflect your personality and who you are.
If you have secured a seat at IET Lucknow, then you must have performed well academically. Now, when shifting your concern to the fee structure, then you will have to pay an amount of around INR 52,825 as the primary tuition fee. Alongside the tuition fees, if you are planning to opt for a hostel in the later stage, then it can amount to at least INR 10,500.
Besides the tuition fee and your subsequent hostel fees, you also have to follow up with the submission of a certain security fee as well, which amounts to at least INR 5,000, forming a subtotal of INR 63,325 + INR 5,000.
Other than that, if you have secured a fee waiver seat, then you might have to pay about INR 23825 as the tuition fees alongside the charges mentioned formerly, forming a subtotal of about INR 34,825 + INR 5,000.
If you get at least 75% in UPTU, you can easily get into IET Lucknow. Both CS and IT courses are variations on the same theme, dealing with computers and programming. IT is on par with the CS department. You will be hired if you know how to code. It is your skill set and what you can offer the company that makes the difference, not your branch.

According to my friends from IET, the sports facilities on campus are decent. Every hostel has been equipped with one TT table, alongside one Badminton court. Alongside the available football and cricket ground, the college also offers one lawn tennis court. Students also enjoy the sports fest conducted every year by the college community, inviting several outside teams to compete.
If you have the skills, then you can also get the opportunity to represent the college in the sports fest of IITs and other colleges.

It is suggested that you should try for better options as well. However, make sure you choose wisely as this will decide your career path.
KIIT will take all of your parents' hard-earned money. They will allow your entire batch to sit in some 2 to 4 average companies through campus placement, but if you want to work for any services-based IT company, you can get admission to KIIT. If GATE/IES/PSU is your goal, it is best to study in a college that is close to your home and has lower fees.
HBTI is the best not only in UP but across the country, with an excellent alumni base dating back to 1921. Each year, the best students from UP attend this prestigious institute.
IET is not bad, but when compared to HBTI, it falls short in terms of placements, alumni base, academics, and so on.
