Go for the one which is nearer. Although, IIIT Lucknow is a fair enough option to consider for chemical engineering. All the above-mentioned colleges are national-level recognized colleges.

• The recruiters are always eyeing the campus and offering packages as high as 10 LPA, which makes it quite a welcome option for all the applicants and aspiring candidates.
• Moreover, the campus will help you to focus on extra-curricular and other curricular activities too apart from academics, thus paying a lot of attention to the overall growth of the personality holistically and not just scoring good grades. 
• The multiple competitions and championships happening are always intended to prepare the students holistically.

You can go for HBTI Kanpur only when you have no other options of IITs or NITs. It is a state-level college and not as reputable as the others.

• DTU being situated in the capital city makes it easy to get numerous opportunities for placement and internships.
• Although academics are a priority, DTU offers better exposure to college life other than just academics. For example, ample extracurricular activities, fests, better social network, infrastructure, and facilities.
• Also, there is better exposure for MBA and MS at DTU, if you are interested in AI or robotics.

Overall, if you are not branch-specific and can make up your mind for ECE, then choose DTU. While, if CSE is your pool of interest then go for MNNIT Allahabad. MNNIT has a huge Alumni Network and CS curriculum is good too.

I have a few friends at MNNIT Allahabad and NIT Surathkal. Based on the reviews I got from them here are some of the things that you should know in order to choose the right institute for you.

Curriculum: CS at MNNIT Allahabad and IT at NIT Surathkal have a similar curriculum with the exception of a few subjects.
