UPSC receives lakhs of applications every year. Over 95% of them are discarded after the preliminary phase. There are a few more stages in the filtration process. It is only possible to make the final list if you are one of the lucky 0.1%. Generally, UPSC candidates spend a lot of time reading during the exams. The problem with some students is they don't revise after they come home what's been taught (if you recite it afterwards, you already are at the top). It is common for candidates to take mock tests 15 days before the prelims examination, while they review question papers one or two days before the examination (which is not helpful). Most people stop their daily answer writing practice before it is too late. The majority of people direct their attention directly to the standard books before reading NCERTs thoroughly (this is a major mistake).
